CBB has completed several reviews of intersections
that are perceived to be high crash locations. We
utilize conventional traffic engineering study
techniques based on reported accident histories and
knowledgeable observations. These studies often
include intense data collection efforts, signal
operation evaluations and capacity analyses. In
addition, traffic conflict studies are conducted
that observe and document “near-misses” between
various road users to better understand crash
potential. Individual accident reports are often
reviewed in detail to identify contributing causes
and statistically significant patterns such as type
of crash, crash severity, pavement condition and
lighting. The annual crash rate is compared to the
state-wide average to determine if the location is
truly a high crash intersection. CBB then attempts
to identify the causal factors and recommends
potential improvements to increase traffic safety.
The action plans identify short, mid and long-term
improvement priorities that often include signal
optimization, removal of sight distance
restrictions, addition of auxiliary lanes and
