CBB completed parking studies of the Old Webster & Old Orchard Business Districts in Webster Groves, Missouri. The purpose of each study was to evaluate current parking conditions, identify and validate existing problems, and develop alternative solutions as part of an action plan to improve current parking conditions and address future parking needs.
For the purposes of these evaluations, the study areas were subdivided into distinct zones. Each zone was analyzed to determine parking demand versus available parking spaces. Management practices such as parking restrictions and parking fees were evaluated for effectiveness in promoting efficient utilization of existing spaces. Stakeholder input was gathered through surveys and workshops to assist with identification of concerns and potential solutions. It was determined that some zones had adequate parking to meet demands, while others lack sufficient parking spaces.
A recommended Action Plan was developed for each District. The plans included recommendations for modifying management practices such as parking restrictions, including time restrictions, a parking fee structure to promote more efficient usage of existing parking spaces, and improved enforcement of restrictions. Recommendations for reconfiguring and/or expanding existing lots to increase number of spaces and utilization of lots were made. Future parking demand was evaluated, and potential locations for increasing parking spaces to meet future demand were identified.
